While each level of a skill is additive, each skill that improves a particular attribute is multiplicative, as well as each module on your ship and any fleet bonuses you are receiving.

IIRC the shield comp skills improve the shield amps' resists, not your ship's resists. So, looking at EFT, a t2 amp has 37.5% resist, but once you fit it, your shield comp skill brings it up to 46.875% at lvl5.

Just wanted to point out that the Mach's targeting range is only 75ish km, so if you are planing to use arties to snipe, fit a range scripted sensor booster.
